The Community Development Department consists of five divisions: Building Division, Code Enforcement Division, Licensing Division, Planning Division and Zoning Division. In addition, the department provides staff support for the Board of Adjustment, the Historic Preservation Board and the Planning Board, as well as follow-up assistance to the City Commission.

The Building Division handles all matters relating to the city's adopted Building Codes, including the issuance of building permits, providing inspection services and ensuring compliance with the Federal Emergency Management Agency requirements for flood hazard mitigation. The Code Enforcement Division handles all building and zoning matters relating to enforcement of city codes, following up on citizen complaints relating to potential violations of city codes, issuing violations and those matters that are forwarded to the Special Master for adjudication. The Occupational Licensing Division issues occupational licenses to businesses operating in St. Pete Beach, registers out-of-town contractors and businesses providing goods and services within the city limits and provides assistance to those wishing to start a business in the city. The Planning Division maintains the city's Comprehensive Plan, assists in writing ordinances to implement the plan, performs special planning studies as required and provides technical support to the Historic Preservation Board, Planning Board and City Commission on historic and planning matters. The Zoning Division oversees all matters relating to enforcement of the city's Land Development Code, ensuring compliance with the code, advising citizens on code-related issues, reviewing all required site plans, handles conditional use permit applications and provides technical assistance to the Board of Adjustment and City Commission as required.

Structure:
The Community Development Department was brougt under the umbrella of one department in 2006. Previously, the Community Development Department had been comprised of a separate building department and planning and zoning department. Karl Holley serves as the Director of the entire department and its 8 employees. In the Building Services Division of the department is led by Building Code Administrator Bruce Cooper. Within Building Services, Permit Technicians Peggy Saldana and Pam Green issue building permits. Code Enforcement is administered by Rick Smith and inspections are performed by Bill Palmer. All Occupational Licenses are reviewed and processed by Linda Prell. The Planning and Zoning Division is comprised of two staff members. Anne Marr is the Zoning Administrator and Lauren Matzke is our new Senior Planner for the city.

Responsibilities:
Community Development Director- Plans, directs, organizes and manages economic development and redevelopment, planning and zoning, code enforcement and building permitting and inspections; serves as staff support to various boards and commissions; coordinates work with City Manager and Department Directors.

Senior Planner- Coordinates assigned planning programs such as zoning, land use, subdivision, development permitting and comprehensive planning; prepares graphic material; conducts research

Zoning Administrator- Reviews residential and commercial site plans for compliance with zoning and land development regulations

Occupational licensing/ CRS Administrator- Issues and reviews various occupational and contractor licenses, coordinates CRS program participation; participates and maintains files and records; prepares reports

Building Code Administrator- Interprets, implements and enforces the city's building and development codes; plans, directs, organizes and manages the building permitting and inspections division

Code Enforcement Administrator- Conducts inspections to ensure compliance with applicable codes, investigates complaints; enforces City Code ordinances, Housing Codes and Land Development Regulations

Combination Inspector- Inspects commercial and residential building construction, alterations and repairs for compliance with building, electrical, mechanical, energy and plumbing codes and other applicable laws and regulations.
